Rachel Pushes for McKinley Anti-bullying Policy

I think the fic is Puckleberry but I remember that Rachel bands the school's misfits together and they push for things to change at McKinley and eventually the school board implements an anti-bullying policy. At one point after the policy has changed one of the hockey or football guys challenges the policy saying that nothing's really changed but is stopped by fellow students when he tries to harm another student (maybe Rachel). Anyone know what this fic is? Or anything like it?
