Gay marriage at 18 forced by government Klaine

I'm looking for a fic i can't remember what POV it is in. But i remember that gays have to get married by law at 18 or somethings. I remember Kurt or Blaine suggesting it to the other, but the other refusing, but then they do actually get married. However Kurt is too scared to have sex, and Karosfky threatens that if they don't consummate by a set date that he will take Kurt off Blaine. I remember Blaine asking Kurt to give him 24 hours to change his mind and in the end he goes get Kurt around to liking sex in a real gentle way.
